Access Badges
The State House Security Badge process is managed and owned exclusively by the Indiana Department of Administration (IDOA).
The program was created due to a request by the Governmental Affairs Society of Indiana to allow lobbyists more efficient access to the State House during
Legislative Sessions. The IDOA has routinely capped the number of badges that are issued but in late 2012 agreed to expand the cap by 100 badges and currently appears to be reviewing all applications submitted. The IDOA also reviews the list of registered lobbyists from the ILRC to reissue badges when prior badge owners leave the lobby.
GASI has no access to the IDOA badge issuance list or waiting list. All Badge application and re-issuance questions should be directed to the Access Control Office, IDOA, who in the past offered the following guidance for applying.
An individual must be registered with the Lobby Registration Commission. (Membership in GASI is not a consideration for approval.) All information is submitted to the IDOA Deputy Commissioner for approval. If the application is approved, IDOA staff will contact the individual at the number they have provided and let them know the hours they may come in to be photographed, pay the $10 fee and get their badge. At that time they must bring a photo ID (drivers license or passport). Payment is made at the time the badge is issued and may be cash or check made out to the "Indiana Dept. of Administration." Credit/debit cards are not accepted. Badges must be renewed annually.
All badges expire annually on July 1st. To renew, badge holders must take their badge and cash or check to the Access Control Office during open hours for renewal, or may follow the process described below. After September 1st, the renewal fee goes up to $20.

To Renew a Badge
- Lobbyist must be registered and active with the Indiana Lobby Registration Commission.
- Lobbyist badge must have been renewed in the last 2 years
- The renewal fee will be $10 until September 1, 2023
- Renewed Lobbyist badges will be set to expire on July 1, 2023
- If renewing by mail, send a check for $10 made out to the “Indiana Department of Administration” to the address below. Please include the name and email address of the lobbyist for which the renewal is being sent. The Access Control Office will send you a receipt via email, and confirmation that your badge has been extended to July 1, 2022, to the email address on file.
- If renewing in person, you can use a check or cash.
