Summary:
As a direct report of the president and CEO, the senior vice president (SVP) of public affairs leads the Indiana Chamber’s Public Affairs team, overseeing all policy areas and public advocacy efforts. This role is responsible for developing and executing the Chamber’s public policy strategy and activities, managing lobbying efforts, engaging with key stakeholders and serving as the
primary spokesperson on policy and political issues.
The SVP of public affairs also will work closely with the Chamber’s Indiana Business for Responsible Government PAC Policy Group to support candidates for the Indiana General Assembly. A successful candidate will possess a proactive mindset and be able to work collaboratively across all internal Chamber divisions, as well as externally to carry out the Chamber mission and
initiatives of its visioning plan, Indiana Prosperity 2035.

Essential Duties and Responsibilities:
- Develop and implement the Chamber’s public policy strategies across all issue areas.
- Provide strategic leadership to the lobbying team to prioritize and advance policy initiatives while maintaining some direct lobbying responsibilities.
- Oversee political engagement and grassroots efforts led by the senior vice president of political affairs.
- Serve as the Chamber’s spokesperson on policy and political issues, representing the organization in media, public forums and legislative hearings.
- Develop and manage the government affairs budget, ensuring alignment with the Chamber’s financial and strategic goals.
- Build and maintain strong relationships with legislators, government officials, business leaders and coalition partners, as well as design effective public policy engagement strategies for the Chamber with these groups.
- Guide and coordinate the development of policy positions and priorities, working directly with the Chamber’s policy committees, Board of Directors and member companies.
- Oversee coalition-building efforts and statewide grassroots programs to engage Chamber member companies, other Hoosier businesses and external stakeholders to achieve public policy objectives.
- Monitor, analyze and respond to legislative and regulatory developments affecting the business community.
- Represent the Chamber at fundraising events, policy roundtables and other key external engagements.
- Lead internal policy discussions, ensuring alignment with the Chamber’s priorities and business objectives.
- Ensure compliance with applicable rules, disclosures and filings related to lobbying and political engagement, and work closely and confidentially with legal counsel as appropriate.

Job Requirements:
- Total of eight to10 years of experience in corporate government affairs, lobbying firms or legislative/government agencies. Relationships with Indiana government officials and knowledgeable about state’s political environment and key business issues a plus.
- Law degree (JD), Master of Business Administration (MBA) or Master of Public Administration (MPA) preferred.
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and ability to learn new software tools.
- Must possess and regularly exercise discretion.
- Ability to identify and define problems, set and achieve goals, exercise independent analysis and judgment, plus interpret and apply Chamber objectives.
- Exceptional communication, relationship-building and stakeholder management skills.
- Keen management and mentoring abilities with a collaborative approach that motivates others.

The role has direct reports and therefore has supervisory responsibilities.
Work Environment/Physical Effort:
- Primarily an office environment with frequent travel to the Statehouse and other locations throughout Indiana for lobbying/advocacy efforts and stakeholder engagement.
- Requires prolonged periods of sitting, standing and walking, with regular need for remote work and virtual engagement.
- Ability to use standard office equipment, including computers, telephones and video conferencing tools.
- Some evening and weekend work required for events. Regular evening and weekend work required while the General Assembly is in session.
- Occasional lifting of materials (up to 25 lbs.) related to office operations and event setup.
